REDD+ Benefit Sharing Plan prepared for Nepal- first in Asia and fourth in the world

Nepal Prepared REDD+ benefit sharing plan in 2019 and stood first in Asia and fourth in the world in preparing REDD+ benefit sharing plan. REDD Implementation Center/MOFE/World Bank has awarded Practical Solution Consultancy Nepal Pvt. Ltd. to prepare REDD+ benefit sharing plan in May 2019. The advanced draft plan was prepared by applying a number of methods including literature review, national, provincial and local level consultations, with major stakeholders including FECOFUN and government agencies. This document is the advanced draft benefit sharing plan (BSP) for the implementation of emission reduction (ER) program in 13 districts of Terai Arc Landscape (TAL) area of Nepal. The development of this BSP is to fulfill one of the prerequisites prior to signing the Emission Reduction Payment Agreement (ERPA) for the ER program in 2019. The BSP is embedded within the national legislative provisions, policies and practices, and the local socioeconomic circumstances of the ER program area. The development of BSP is underpinned by integrated principles of “Financial Flows Functions”, “Do No Harm”, and “Principles of Fairness”.

The BSP builds on the Benefit Sharing Arrangements (BSAs) proposed in the Emission Reduction Program Document (ERPD) for the ER program, and provides the information on the elements emphasized by FCPF Methodological Framework and the Facility Management Team note (2019). This BSP is the synthesis of recommendations generated from participatory and inclusive consultations with experts, and stakeholders including women, Indigenous Peoples, Dalits, Madhesis, Muslims, Forest Groups and their federation represent the local, province and federal level government.
